President Bush’s recognition of Israeli “facts on the ground” in the West Bank referred only to a final settlement and not to steps Israel takes before then, the State Department said. Spokesman Adam Ereli said Wednesday that the United States was discussing with Israel its announcement this week that it would build more than 1,000 new housing units in West Bank settlements.
