President Clinton and Russian President Boris Yeltsin agreed to create working groups in an effort “to halt the spread of dangerous weapons.” At the end of their two-day summit in Moscow, Clinton also hailed Russia for taking “important steps” to tighten export controls on missiles and weapons of mass destruction.
