President Clinton’s Middle East envoy is slated to travel to Israel and the Palestinian self-rule areas early next week, the State Department said. Dennis Ross will not visit Syria, but State Department spokesman James Rubin said the United States is working with Israel and Syria “in an effort to restart negotiations and lay a basis that would give each side the confidence that talks would lead to an agreement.”
