In a statement to the Jewish Telegraphic Agency, M. Procope said that in the two years he had devoted himself to a detailed study of the mandates and had had an opportunity to express his opinion at the recent sessions of the sixth or political commission of the Assembly of the League of Nations when he emphasized the principles and obligations of the British government under the Palestine Mandate.
