Assemblyman Albert H. Blumenthal (D-L) met today with Vladimir Promyslov, Mayor of Moscow, and urged him to use his influence as a member of the Soviet Central Committee towards eliminating the prohibitive diploma tax. Blumenthal described the tax as “a ransom, a means of holding Jews in a country hostile to them, from which only the very few can manage to leave.”
At a private meeting with Promyslov arranged by Mayor John V. Lindsay, Blumenthal voiced his alarm that the Soviet Union would disrupt the growing detente between great nations-by its repressive treatment of its Jewish citizens. He further urged Promyslov to work to halt the harassment, jailing, removal from jobs and intimidation of Jews who seek to emigrate.
