Municipal Affairs Minister Joseph Bilodeau today “apologized” for being present at a meeting on nov. 20 at which a resolution urging opening of Canada to Jewish refugees was adopted. Mr. Bilodeau said he had attended the meeting unaware that a resolution was to be presented. “personally,” he declared, “I am opposed to all immigration. The resolution never met and does not need my approval.”
