Rabbi Selwyn D. Ruslander, of Dayton, an immediate past chairman of the National Jewish Welfare Board’s commission on Jewish chaplaincy, died here today at the age of 58. He was commission chairman from 1965 to 1968. A navy chaplain in World War II, he was the first Jewish chaplain in the history of the U.S. Navy to be assigned to a combat fleet. During the invasion of southern France, he was a flotilla chaplain.
