Ralph E. Samuel was elected president of the Federation of Jewish Philanthropies of New York at a meeting late last night of the Board of Trustees. He succeeds Norman E. Goetz, who held the post for three consecutive years. Samuel has served for the past four years as chairman of the Federation’s building fund.
