Virtual agreement has been reached between the two contending groups in the American Zionist movement, the J.T.A. learns, on the following basis proposed by Mr. Emanuel Neuman, the American member of the Zionist World Executive.
(1) That both sides accept the decisions of the last Congress as final, pledging full and loyal support to the Zionist World Executive and carrying out the programme adopted by Congress; (2) that the new Administration in the United States of America is to be created by increasing the number of members from 18 to 30; (3) that neither side will insist on the elimination of any of the present members of the National Executive Committee of the Organisation; (4) that an inner directing committee of five to seven members will be selected by agreement, and will be placed in direct charge of the work of the Zionist Organisation of America; (5) that the controversy will be ended at once and all efforts until the Convention of the American Zionist Organisation opens on November 8th., will be concentrated upon preparations for constructive work, particularly for the new Palestine campaign, and for carrying into effect Mr. Israel Brodie’s plan, which was adopted by Congress, for the organisation of private initiative in Palestine.
Meetings of the Joint Committee of six appointed by the last session of the National Executive Committee are being held almost daily, with the participation of Mr. Emanuel Neuman as representing the World Executive, and simultaneously, Mr. Neuman, Mr. Morris Rothenberg and Mr. Robert Szold are carrying on conversations with the non-Zionist leaders and with the representatives of the Zionist funds in order to establish a United Palestine Campaign to begin functioning at the earliest possible date. It is expected that the plans for the campaign will be ready for announcement at the American Zionist Convention on November 8th.
The Zionists here confidently expect that the Zionist Organisation of America will continue to have the active leadership of Judge Julian W. Mack, Rabbi Dr. Stephen S. Wise, and their associates, as in past years, with the added strength of Mr. Louis Lipsky and his followers, participating actively in the actual leadership of the Organisation.
The J.T.A. learns from a reliable source that the London Zionist Executive, particularly Mr. Nahum Sokolov, the President, exercised strong pressure with a view to putting an end to the controversy. Mr. Emanuel Neuman, acting in concert with the London Executive, postponed his departure from America in order to devote himself to this task, and working for weeks behind the scenes, he exercised his personal influence with the leaders of both parties at informal conferences, and negotiations were continued until the last meet- ing of the National Executive Committee of the Zionist Organisation of America, at which the compromise peace resolution was adopted. The negotiations are still continuing with a view to restoring complete peace in the American Zionist movement.
