The “vicious circle” of refugees created by world tensions and unsettled refugees creating further tensions must be broken in the interests of world peace, Arthur Greenleigh, executive director of the United Service for New Americans, told the third international conference of non-governmental organizations interested in migration.
Mr. Greenleigh was elected chairman of the conference which is being attended by representatives of major voluntary agencies from all over the world. Other Jewish groups participating in the sessions are the Joint Distribution Committee, Consultative Council of Jewish Organizations; Coordinating Board of Jewish Organizations for Consultation with ECOSOC, HIAS, National Council of Jewish Women, World Jewish Congress, World Union for Progressive Judaism and World ORT.
Mr. Greenleigh declared that non-governmental agencies already had contributed largely to the successful settlement of more than 1,000,000 persons by the International Refugee Organization, and said governments were depending on these agencies to help carry out further migration schemes.
“We therefore bear the responsibility to point out to governmental and inter-governmental bodies our objective appraisal of their programs, procedures and regulations, “he stated. “We also have the responsibility to spell out to these bodies the principles for which we stand and on which we are ready to cooperate with them for the welfare of millions of individuals and for the eventual benefit of countries and society as a whole.”
