Rep. Irwin D. Davidson of New York introduced a bill in Congress today to remove administration of the Refugee Relief Act of 1953 from the jurisdiction of Scott McLeod, State Department security chief, and to remove all "ethnic" requirements from the law. The bill is identical with one introduced in the Senate recently by Sen. Herbert H. Lehman.
After introducing his bill. Rep. Davidson called the Refugee Relief Act a "fraud" and a "deceptive fake which decency demands we rectify." He charged that only 563 immigrants have come to this country in 18 months under the measure which was designed to admit 214,000 in 39 months.
