The mixed Israeli-German commission which for the past several weeks has been discussing German regulations implementing the reparations agreement, has concluded this phase of its work, but the regulations will not be promulgated until later this week, it was learned here today.
A dispute among German governmental agencies over the wording of a specific point has held up formal promulgation of the regulations. The Israelis have already indioated that either wording is acceptable to them.
Dr. F.E. Shinnar, head of the Israel purchasing mission who holds the personal rank of Minister Plenipotentiary, has begun a round of courtesy calls on members of the Adenauer Government. His initial visit was to Finance Minister Fritz Schaeffer, with whom he discussed a number of problems bearing on the reparations agreement. This is the first time that an official Israeli representative has called on Dr. Schaeffer, who last year, during The Hague negotiations, was a bitter foe of the reparations pact.
