Staatenlose, persons without citizenship in any country, and East European Jews who fied from Germany, will be arrested and sent to a concentration camp if they return, General Hermann Wilhelm Goering announced today in his capacity of chief of the secret police. The General ordered the arrest of German citizens who fied abroad after the Hitlerites took power, if and when they return to Germany.

Emigrants who conducted anti-German propaganda “will be treated accordingly”, he said. Only those who can prove that they did not engage in anti-German activities and did not support the anti-German press abroad may return fearlessly, Goering stated.
