Of the ten thousand lishentzy (people without citizenship rights) who have applied for reinstatement in accordance with a recent decision of the Soviet government, thirty-eight percent have already been reinstated. In the Caucasian city of Satshker, 1,435 Jews were reinstated today. Most of these are poor peddlers. It is interesting to note that the entire Jewish population of Satshker is only 1,477.

The “Izvestsia,” official government paper, today emphasizes that in cases where parents have not been reinstated their children should not suffer. It explains that the Soviet government is now extremely interested in the younger generation and in most cases the children of lishentzy do not agree with the views of their parents anyway. Those who have reached the age of 18 should be given full citizenship rights whether their parents are reinstated or not, the “Izvestsia” instructs.
