A discussion first took place on the general statement made by Dr. Drummond Shiels (given in yesterday’s J.T.A. Bulletin), says a communique issued to-day by the Information Section of the League of Nations, on the proceedings of the Permanent Mandates Commission.
The Commission was informed, the statement continues, of the new Development Scheme, which is to deal with the resettlement of certain classes of landless Arabs, with irrigation, drainage, and intensive cultivable land available. The new ordinance relating to the prevention of eviction of tenants was examined.
Consideration was given to the interpretation of the White Paper in the light of the letter by Mr. Ramsay MacDonald, the communique goes on. Finances, especially in relation to the amounts spent on defence, were examined, and the measures taken to secure the development of self-governing institutions were discussed, particularly in regard to the possible powers of the proposed Palestine Legislative Council.
After passing in review the relations between the Palestine Administration and the Jewish Agency, the communique further says, attention was given to the questions of immigration and emigration, especially in regard to its relation to unemployment in Palestine and the amount of capital required by certain classes of immigrants for entry and permanent residence.
The Mandatory Power, it concludes, has been asked to provide further detailed information with regard to the distribution between Jews and Arabs of land holdings in Palestine and other cognate matters.
