Reopening of Palestine Immigration Demanded

The ganes of Palestine have for a year been closed to the immigration of Halusion, complains the Hebatus World Organization in a memorundum which was circulated among the delegates to the Congress.

I. spire of all efforts, the memorandum preceeds, we have not succeeded in obtaining a withdrawal of the prohibition of immigration. Immigration is to the Hebaluz a matter of life and death. The destructive effects of this suspecsion of immigrantion are already making themselves felt. Without immigration the movement lesses all meaning and being without meaning in grust be deserted by its adberunts. It is impossible to keep in the Hebaluz under much conditions the 3.300 members who have already complered their training some of them with a training of three and four years behind them these members who in taking up their training broke off all ties with their previous mode of life. block the glaces for other members who cannot be admirred to the training centre ### they leave. With our limited training provisions, the stoppage of immigration implies also a suspension of cure training work. The Haluzim must immigrate. They are organized in immigrant. groups, and the mujority of them have personal Ses with their comrades working in the culonies of Palestine. Conditions in Palestine. too. roquire than there should be a minium Fudrim immigration to serveren the Kutiunim centres in the celomies and on the Government works. A sign of this need is the uncensing demund of the varibus Labour groups in Palestine for a renewed Haluz immigrution.

There is no doubt the memerandum deciarus, that a new Halue immigrantion would mean a revival of the whole Zionist movement in the Dispera and would thereby also help on the raising of memies for the Zionist funds. The training of the youth for Haiz work in Palestine is possible only with their immigration into the country as the end in view. All who are acquainted with the Labour Labour conditions in Palestine recognize that under given dircounstunces an immigrration adapred to the cenlitions will are increase the unimployment, but will open on new positions. Our demand is for an opening for a minium immigrantion to Palestine. We demand for the cuming year at least 1.800 cortifitutes for Haltrain. Special atmention, must be directed to the immigration from Russia, especially of these who are given permission to exchange their exile in Siburia for migration to Palestine.

We do not point at the moment any general direction in the immigration policy, which is essential if we are to nuscuris the last than the Zionist Organization possesses in the Diapora, and prevent that branch on which we sit from buaking down as well.
