Rep. Gilbert, who served in Albany, as a State Senator, announced that he would work for civil rights and other liberal causes in Washington, He was introduced to the House by Rep. Emanuel Celler, New York Democrat, and was sworn in by Speaker of the House Sam Rayburn of Texas.
