Foreign Minister Abba S. Eban was reported today to be seeking Cabinet agreement to the admission into Israel-occupied territory of a greater number of Arab refugees than those who are to be admitted as holders of valid permits or on humanitarian grounds. The Foreign Minister, it was said, wanted the Israel delegation to the forthcoming United Nations General Assembly special emergency and regular sessions to be able to make the announcement and thus deflate in advance some of the heavy pressure to which Israel will undoubtedly be subject on the question of the return of the west bank Arabs to their homes.
