President Nasser of Egypt told the Palestine National Congress last night that inter-Arab rifts barred an Arab war against Israel, it was reported here today from Cairo.
In an impromptu speech at the opening session, he said the Arab world was dominated by suspicions, mistrust and contradictory interests. He contended that “Palestine” could be “liberated” only through war. He urged some kind of boycott by the Arab countries against Tunisian President Habib Bourguiba because of his calls for Arab recognition of Israel and for talks with Israel for peace.
