Roumanian Government Issues New Instructions for Citizenship Applicants

The “Paix et Droit”, official organ of the Alliance Israelite Universelle publishes the text of a statement issued by the Roumanian Minister of the Interior to all Prefects and Mayors in the country with regard to the regulations for conferring citizenship. The regulation which defines the Roumanian nationality, provides that persons domiciled in the old kingdom or in the annexed territories, except in places where they have administrative domicile or where they were born, have to submit their applications to the local administrative authorities, together with the documents on which their applications are based. The authorities have been instructed to transmit such applications to the locality indicated by the applicants; the decisions of the administrative organs are to be communicated to the interested parties, with the date on which the forty days allowed for appeal expire, indicated.

The Minister of the Interior, the statement proceeds, has received complaints from persons who have submitted applications accompanied by documents, including their army discharge papers, that their documents have not been returned to them, and that no reply has been made to their applications which would enable them to lodge an appeal within the time allowed. The Minister of the Interior, therefore, instructs all Prefects and Mayors of the annexed provinces that the commissions for military recruiting are examining the discharge papers of all applicants. It is therefore necessary that the discharge papers should be immediately returned to the interested parties, after cognizance has been taken of the facts contained in them, for the purpose of verification of the claims for citizenship. Mention should also be made that there is a right of appeal within forty days, and notice should be given of this in time to allow the appeal to be lodged.
