What was considered as a concession was the action of the Roumanian Government with regard to a number of prospective Jewish emigrants who remained in the country.
A considerable number of young Jewish men who had intended to emigrate from Roumania renounced their Roumanian citizenship some time ago. Due to the immigration restrictions in the United States and other countries, they were prevented from carrying out their plans. As a consequence of this, they have been suffering disabilities in having the status of aliens in their own country.
As a result of intervention on the part of Roumanian Jewish leaders, the Roumanian Minister of War issued an ordinance whereby these prospective emigrants are enabled to regain their citizenship if they enlist for military service. However, while serving, they cannot enjoy the privileges due to volunteered service.
