The second chapter of the Evian refugee-aid conference opened here today with the representatives of 32 participating governments electing by acclamation George Rublee, Washington attorney and close friend of President Roosevelt, as “director with authority” of the permanent refugee bureau. Mr. Rublee will be authorized to negotiate with Germany to facilitate emigration and with countries of immigration on admission of refugees.
The conference also elected Lord Winterton, head of the British delegation, as chairman of the intergovernmental committee on assistance to refugees, and four vice-chairman who are to be designated by the United States, France, Brazil and the Netherlands. Myron C. Taylor, American delegate, is expected to be the United States vice-chairman.
Opening this morning’s session, Mr. Taylor outlined the following three functions of the present gathering: (1) to set in motion the machinery for negotiations which had been established at the Evian meeting; (2) to evaluate the refugee problem on the basis of information assembled at Evian; (3) to receive from each participating government a more specific statement of what it is prepared to do in eliminating a “major factor of unrest in international relations.”
