Re-emigration from America to Russia will not be encouraged following the decision of the Immigration Committee of the Labor Council, which has been considering the question. The Committee has come to the conclusion that except in the cases of certain highly skilled workers, experts and individuals, re-emigration from America as such will be frowned
upon. The Russian colony in America will be warned that all immigrants to Russia must be prepared for hard and continuous work, many privations and sacrifices because of the economic condition of the country, which is still unfavorable.
