Abandoning hope of receiving matzoths from abroad, the Russian rabbis have decided to permit the Jews of Russia to bake their own matzoths from leavened flour. Jewish law forbids the use of any flour during Passover that is leavened or of any food that has come into contact with leavened flour but there is a rule that permits of the use of ordinary market flour for Passover purposes in time of distress.
Bakeries are now being organized under the control of the various Jewish communities where the Jews will bring their own flour obtained on the usual bread cards, instead of bread, from the government cooperatives, thus utilizing the flour for matzoths instead of for bread.
