A proclamation establishing an Advisory Council has been published by the order of the High Commissioner Sir Herbert Samuel. The new Council includes the directors of five government departments, besides the Civil Secretary, Sir Gilbert Clayton, Attorney General Bentwich, Governor Storrs of Jerusalem, the Treasurer, and Inspector of Police.

This Council which will include also representatives of the civil population, Moslem, Jewish and Christian, will function in place of the Legislative Council which was to have been elected had the bulk of the Arab voters made use of their franchise.

An official statement says the commercial agreement existing between England and Lithuania extends also to Palestine, which is making full use of the rights of the most favored country there.
