No property qualification will be required for the exercise of suffrage in Palestine, Sir Herbert Samuel, the High commissioner of Palestine, declares in his report today, on the recent Legislative Council elections.
Palestinian citizens are defind as those who were habitually resident of Palestine before September 1, 1922. Those not coming within this category must in applying for naturalization declare their intention to reside permanently in Palestine.
During the recent elections to the Legislative Council Jews participated to the extent of 50% of their numbers, Moslems, 18% and Christians 5%.
