Finance Minister Pinhas Sapir participated in an international telephone conference yesterday in an effort to speed the collection of cash payments due on Israel Bond sales in the United States and Canada before the end of the month. The conference hooked up meetings of Bond leaders in 70 U.S. and Canadian cities. Other participants were Ambassador Yitzhak Rabin and Sam Rothberg, national campaign chairman of the Israel Bond Organization. Mr. Sapir stressed that Israel is facing critical financial problems. He said the war of attrition being waged by the Arabs is aimed not only at the military front but seeks to bleed Israel’s economic strength.
