The United Nations Special Committee on Palestine decided tonight to submit a majority and a minority report to the U.N. General Assembly, after the members had lined up seven to three for “partition plus economic (?)nity,” with Australia abstaining.
An UNSCOP communique also announced that the Committee had “unanimously adopted ten basic recommendations with regard to the solution of the Palestine problem.”
Behind this achievement lies the fact that the partitionists worked far into the night trying to resolve the differences over the proposed boundaries between the Jewish and the Arab states. The September 1 deadline, which it is now expected will be met by the Committee, means that there are only three days left for the seven par(?)tionists to settle their differences.
The situation tonight is considered extremely fluid, but it may be reported that at this juncture two of the partitionists would give the Jews part of the Ne(?)ev, the Southern desert, and part or the whole of Galilee; one or two of them wish to give the Jews all of Galilee without the Negev; and some others wish to split both the Negev and Galilee.
If seven of the members unite, the partitionist scheme becomes the majority (?)ection of the UNSCOP final report, with the so-called federation minority section supported by India, Iran and Yugoslavia, two of which nations are also preparing an additional and lengthy exposition of their views.
It would then devolve on the General Assembly to decide what form the partition plan should take. The Committee will take a final record vote possibly Saturday night.
UNSCOP also agreed tonight to incorporate in its report a draft on the Holy laces, which reportedly contemplates an autonomous Jerusalem area, with an international police force.
Earlier, Professor Hayim Fineman, leader of the American Zionist Laborites, sailed the ZOA for failing to check the activities of the Bergsonists. He said at the impression that the Zionist Organization of America represents American (##)ry is based merely on the fact that “the ZOA controls the purse-strings.” He was interrupted several times by ZOA delegates.
DR. GOLDSTEIN APPEALS FOR MAINTENANCE OF COALITION EXECUTIVE
An appeal to the Actions Committee to continue the present coalition in the World Zionist Executive was voiced by Dr. Israel Goldstein in an effort to combat the attempts of some Laborites to bring about a change in the composition of the Executive at the present session. The Laborites aim at weakening the position of the American members of the Jewish Agency, it is believed.
Dr. Goldstein pointed out that it was due to the American Zionists that im(##)mentation of the Morrison Federalization plan for Palestine was prevented. He emphasized that opposition by the United States Government prevented the British (##) going ahead with the scheme. American Zionist leadership, he said, is ready to (##) similar action in Washington. He urged that the Actions Committee appoint a politicial commission with headquarters in New York to consult with the executive on the U.N. deliberations on Palestine.
Dr. Chaim Weizmann, who has been here for several days, meeting informally with some of the delegates, today declined to appear before the Political Commission. (##) Commission this morning elected Dr. Goldstein as chairman. Felix Hollander, of (##) Mizrachi, was named chairman of the Finance Commission and Melach Neustadt, of (?)e Palestine Labor Party, elected head of the Organizational Commission.
At a mass meeting of General Zionists here, Rose Halperin, Dr. Nahum Goldmann (?)d Prof. Selig Brodetsky, all members of the Executive, attacked terrorism and the British policy which provoked it. Brodetsky charged Britain with breaking its cove(?)nt with the Jews and deluding its own people, but added that despite this a Jewish (?)ate, when established, must be closely allied with Great Britain for the purpose of (##)veloping the Middle East.
