Israeli and Lebanese army officers met secretly at the Ras el Nakura border post on Saturday to discuss a prisoner exchange, it was learned today. The meeting was apparently fruitless but it was held without the presence of United Nations observers or any outside parties. Israel no longer recognizes the Mixed Armistice Commissions established by the UN in 1949.
