Secretary of State Kellogg at his daily conference with press representatives on Monday officially confirmed the report in the “Jewish Daily Bulletin” on the United States Government’s attitude toward the oppression of minorities in foreign countries including Jews.
In response to inquiries made by a correspondent, he referred to the “Jewish Daily Bulletin’s” report stating that it was a fair statement of the attitude of the government.
At the press conference a correspondent inquired whether in his recent discussion of the minorities in Europe, Secretary Kellogg means that the United States is not concerned about the ill-treatment of certain of these minorities, including principally the Jews in Roumania. The secretary replied that the had said that the United States could not protest officially to foreign countries against their treatment of the minorities in those countries, not citizens of the United States. He stated that he did not say the United States was not concerned about the matter, but that in fact, he, the secretary, had done everything he could within the diplomatic rights and proprieties of this country and that, of course, this country was concerned about the proper treatment of minorities in foreign countries, although we had no right officially to protest against it.
