The New York World-Telegram reported from Washington today that “Government sources” disclosed a plan to use the Virgin Islands as a temporary haven for refugees waiting to enter the United States under established immigration quotas. The Virgin Islands Legislature recently urged that the islands be allowed to harbor such refugees, and officials in Washington are understood to be favorable to the proposal, the dispatch said.
