Arlen Specter (R-Penn.) urged President Bush to name a Middle East envoy, saying in a letter that the situation in the region “is extremely bleak.” Secretary of State Colin Powell told lawmakers last week that he has not ruled out the idea, but said “at this point, we don’t think that there is a need yet for one to give it the kind of attention that’s suggested.”
