Sen. Joseph Lieberman (D-Conn.) said he is developing his own version of legislation passed by the House of Representatives last week that would expand federal funding for religious charities’ social service programs. The House bill faces opposition from Lieberman and other Democrats because it would not prevent discrimination in hiring.
