Shalom Shtarkes, 24, uncle of Yossele Schumacher, arrived here from London in the custody of an Israeli policeman. He was taken to jail immediately to await a detention order by a magistrate, pending trial for alleged perjury and participation in the kidnaping of Yossele. Shtarkes, who has been fighting extradition to Israel for more than a year, lost his final appeal before Britain’s Lord Chief Justice after a hearing Friday.
