Foreign Minister Yitzhak Shamir was scheduled to meet with U.S. special envoy Philip Habib tonight following a Cabinet meeting today at which American proposals for an agreement on Lebanon were discussed. There was no word late today as to what decisions, if any, were taken at the Cabinet session or by the Ministerial Defense Committee which was to convene later. The committee’s deliberations are classified.
The American proposals under discussion reportedly dealt chiefly with security arrangements in south Lebanon. They were conveyed to Shamir last Thursday by U.S. Ambassador Samuel Lewis and were said to contain details to fit the general outline of ideas discussed by Shamir and Secretary of State George Shultz in Washington earlier last week.
