During the discussion on the Palestine report, members of the Mandates Commission directed many questions to Sir Herbert Samuel, High Commissioner of Palestine, with regard to the situation of the country, particularly concerning the rejection by the Arab leaders of the proposed draft of the Palestine Constitution, the status of land possessions, the state lands, the judicial system, as well as the role played by the Zionist Organization in the development of the country.
With regard to Jewish immigration into Palestine, Sir Herbert Samuel stated that since the British occupation, the Jewish population has been increased by 40,000, twenty per cent of whom settled on the land in colonies, the rest engaging in manufacturing, which is a considerable contribution to the industrial development of Palestine.
