Joseph Sisco, United States Secretary of State for Near Eastern Affairs and Soviet Ambassador Anatoly F. Dobrynin met yesterday afternoon at the Russian embassy to continue talks they began last week. State Department spokesman Robert McCloskey declined to comment on what they talked about or what they decided, but said they will meet again next week. Asked if this was a resumption of the Two Power talks, he said that he didn’t see it that way but maybe some might choose to write it that way. He said he wasn’t going to get into the debate over interpretation. Asked if there was a “secrecy” policy about announcing meetings after they take place, Mr. McCloskey said no. Asked if Soviet pilots were flying planes out of the UAR he said he knew they were there for training purposes but had no information on whether they were on sorties.
