Speculation emerged here today that Joseph J. Sisco, the Assistant Secretary of State for Near Eastern Affairs for the past two years, may succeed George Bush as United States Ambassador to the United Nations. The choice of Bush, a former Congressman from Texas, to replace Sen. Robert J. Dole as Republican National Chairman was announced last night, Sisco, who is regarded as the architect of present U.S. policy in the Middle East, is known to be in line for a top administration position. There was also speculation that he might be appointed Ambassador to Moscow, succeeding Jacob Beam. Sisco is a specialist on Soviet affairs.
Robert J. McCloskey, special assistant for information to Secretary of State William P. Rogers, continued to be mentioned as the new U.S. Ambassador to Israel succeeding Walworth Barbour. Also considered a candidate for the post is Alfred L. Atherton, Deputy Assistant Secretary of State for Near Eastern Affairs.
