Gustav Heinemann, West Germany’s Minister of Justice, has been nominated by the Social Democratic Party as a Presidential candidate in next year’s national elections. Mr. Heinemann is an outstanding liberal and one of the foremost opponents of the statute of limitations on war crimes prosecutions. He left for Israel yesterday for a week’s visit. Mr. Heinemann has called for abolition of the statute of limitations which is scheduled to take effect Dec. 31, 1969.
