The Soviet Union would welcome more technical and economic cooperation with Israel, Ivan Kuznetsov, the second secretary of the Soviet Embassy, told a meeting of the Economic Club here today.
Replying to a question as to whether Middle East recipients of Soviet aid realize that the aid is intended for peaceful purposes, the Soviet secretary said only that the goal of such aid was to foster peaceful development and buttress national sovereignty against “imperialist attack.” He added, however, that it was impossible for the Soviet Union to demand guarantees that Soviet arms would not be used for belligerent purposes.
