Soviet Foreign Minister Andrei Gromyko arrived here Tuesday for a three-day visit during which he will discuss the Middle East with President Valery Giscard d’Estaing and Foreign Minister Jean Sauvagnargues. This subject, French officials say, will play, however, only a relatively minor role in the Franco-Soviet negotiations. The French position on the Middle East is very close to that of the Soviet Union and French officials say that there “is little therefore to discuss.” The two sides, official circles here said, fear that “there will be little diplomatic movement” in the area till after the American Presidential elections.
