The Soviet Legation in Bucharest has started to issue visas for refugees from Poland desiring to return to Soviet-held territory, it was reported here today.

It was ascertained here today that the appeal delivered last week to the Joint Distribution Committee in Paris from Warsaw was not by Dr. Joshua Gottlieb, but from Shulim Gottlieb, who also was on the staff of the former Warsaw daily Moment. Dr. Gottlieb, it is now learned, is with his family in Pinsk, Russia. The mistake in identity was made by a Zionist official in Trieste, who, when Shulim reached the Italian port from Warsaw, mistook him for Dr. Joshua Gottlieb and accordingly informed the J.D.C. that he was the author of the report.
