President Nikolai V. Podgorny of the Soviet Union today denounced United States policies in the Middle East and Vietnam in a wide ranging Kremlin speech marking the 52nd anniversary of the Bolshevik Revolution. President Podgorny nevertheless called for improved American-Soviet relations and an end to the arms race. He pledged solidarity with the Arab states and demanded that Israel withdraw from the occupied Arab territories. “The Government in Tel Aviv is rudely violating the decisions of the United Nations ; and in this policy it is supported by the imperialistic circles and certain Western nations, including the United States,” Mr. Podgorny said.
