The Soviet postal authorities have returned more than a hundred parcels which Israelis dispatched to relatives in the Soviet Union last May by airmail. The Soviet authorities said that the Israeli Treasury had not fulfilled its promise to cover the customs charges on the packages containing food or clothing.
