The Soviet Union was reported here today as refusing to deliver crude oil to Israel despite a long-standing trade agreement between the two nations. The report said the Israeli tanker Yam Suf had sent a message from Odessa stating that Soviet authorities had refused, it a permit to load. The Yam Suf had been hauling 30,000 tons of crude oil from Odessa every two weeks.
