The three Israeli delegates to the 40th international meeting of the International Cooperative Movement will not attend tonight’s opening session of the conference. They might not even attend the entire conference because they have not yet received their entry visas to the Soviet Union. The three Israelis, members of the Histadrut, Ehud Shilo, Yehuda Caspi and Naphtali Ushpiz had their passports presented to the Soviet Consulate in London which was supposed to grant the visas. However, the granting of the entry permits was delayed. The president and the secretary of the ICM in London have sent cables of protest to the organizers of the Moscow meeting. The Israelis are waiting in London.
