The State Department publicly is treating Premier Golda Meir’s visit to Bucharest almost like a social call, but privately the interest runs deeply, although officials are wary of venting opinions. Officially, the Department is not commenting on the first visit of a top Israeli official to a Communist country since the Six-Day War. Spokesmen note that this is a Rumanian-Israeli matter. Semi-privately, officials will say only that anything that contributes to the maintenance of the cease-fire or helps towards an interim or full agreement is welcomed by the United States.
