The State Department said today there was “absolutely no substance” to a Cairo report that the United States sent a note to Israel concerning the Israel-Syrian frontier friction. State Department spokesman Lincoln White said there was no truth to the report “in any way, shape, or form.”

Senator Jacob K. Javits, New York Republican, today urged affirmative American action to avert a new outbreak of Arab-Israeli warfare. In a Senate floor speech, Sen. Javits drew attention to the increased new flow of Soviet-bloc munitions into the United Arab Republic. He said that an emergency session of the United Nations General Assembly might be desirable.
