Loftus Becker, legal advisor to the State Department, declared here this week-end that the Arab states are supporting a Communist position by attempting to “extinguish Israel’s right of passage” through the Gulf of Akaba. Israel has been insisting the Akaba waters are an international passageway.

Addressing the National Cancers Association here, Mr. Becker stated that Kremlin strategists had thought of the idea of extending the limit of “territorial waters” to 12 miles or more, in an effort to circumscribe the operations of the U. S. Sixth Fleet in the Mediterranean. The Arab states supported the Russian move at several international conferences, he charged.
