American relatives and friends seeking to aid in the immigration to the United States of persons who are now in the U.S.S.R. may be appropriate application forms which will be considered by the visa division of the U.S. State Department, the Washington bureau of HIAS has been informed. The visa division will recommend, in cases where such action is found to be advisable, the issuance of visas for admission of such persons.
Favorable action on such application, if all other requirements have been met, hinges upon the emigrant’s ability to obtain from the Soviet authorities permission to leave the country.
